City Council holds a Special Closed Meeting to discuss the selection of a new City Manager, ICGC reviews Council Rules, Procedures, & Orders
The ICGC Continues Review of City Council Procedures and Orders of Business
The City Manager's Office will bring two presentations to the Inclusiveness, Community Engagement, and Governmental Processes Committee on Wednesday afternoon.
The first is a summary of Committee recommendations to City Council Rules or Procedure and Order of Business. The Committee will review and discuss a revised schedule to review proposed changes and ask staff to bring forth and specific language recommendations along with (after review of all items over a six month period) a corresponding resolution to the full City Council for discussion.
The next is a review of the Council Rules of Procedure and Order of Business regarding Board and Commission Vacancies, which are part of the same 12 items under review over a six month period and will follow the same path to the City Council with staff recommendations.

Special (Closed) Council Meeting for Open City Manager Position
The City Council will hold a special Closed Session on Thursday afternoon to discuss the recruitment and appointment of a City Manager.
While the Session will be closed, there will be opportunity for Public Comment prior to the Session.

Board of Ethics Focuses on Outside Legal Counsel Authority, Conditions
On Thursday, The Board of Ethics starts off with a training presentation on the Code of Ethics and Conduct Complaint Hearing Procedures by the Assistant City Attorney.
The Board will discuss an ad hoc committee review and the progress of items for annual review of the Code of Ethics and Conduct and determining who and when actions can be taken to retain outside counsel in lieu of City Attorney to advise hearing panels
There will be a review (with room for recommendations) of Riverside Municipal Code Chapter 2.78 Code of Ethics and Conduct and Chapter 2.80 Board of Ethics.
The Assistant City Attorney will then lead a discussion on authority and conditions for use of outside legal counsel in lieu of the City Attorney to advise the Board of Ethics.
