Housing and Homelessness Committee and Human Relations Commission receive vital presentations, Museum Board looks at letting go (of a few items)
Inclusionary Housing Study Update Includes Preliminary Recommendations
On Monday, the Housing and Homelessness Committee receives an update from Julie Cooper of Economic and Planning Systems, Inc. on the Inclusionary Housing Program Feasibility Study.
The update includes preliminary recommendations on elements of a potential inclusionary housing ordinance. The Committee will be asked for direction on how to proceed with these elements.

New PFAS Regs, Power Plant Water Demineralization, River Levee Access on BPU Agenda
At Monday's meeting of the Board of Public Utilities, the Board will receive an update from Water Operations on Per and Polyfluoroalkyl Substances (PFAS) and new notification and response levels of contamination set by the State.
RPU Administration/Safety will present a Safety Program Update and ask the Board for direction on the frequency of program updates.
RPU will ask the Board to approve an agreement with Suez Water Technologies and Solutions Services USA, Inc., for demineralization water treatment services at the Riverside Energy Resource Center and Clearwater Power Plants.
The Riverside County Flood Control and Water Conservation District is undertaking the Riverside Levee Santa Ana River Stabilization Project and they'll need right of entry and construction easements to complete Riverside Levee 2. RPU will ask the Board to approve a Right of Entry and Temporary Construction Easement Agreement from June 1, 2022 to December 31, 2026, for total compensation of $2,606,202 to the City.
And RPU will present the Annual Water Supply And Demand Assessment to the Board with the request that they approve the assessment and pass it along to City Council with a recommendation that they do the same.

Council Pauses for Wall of Honor Rededication, Resumes to Consider Unusually Located Tesla Dealership
The Council will vote Tuesday to waive the Sunshine Ordinance in order to make an approval to a resolution supporting the Mulberry Garden Apartments and Eden Housing, Inc.'s funding applications to the State and City in time to meet the application deadline (May 25, 2022).
Mulberry Garden Apartments is a 209-unit family and senior affordable housing community located at 2524 Mulberry St.
Mayor Lock Dawson rededicates the Riverside Military Wall of Honor at 4PM Tuesday.
Adam Kooienga of Hofman Planning Associates is requesting entitlements for a Tesla dealership at 7920 Lindbergh Dr between Jesse Ln and Earhart Wy. The Community & Economic Development Department will ask the City Council to determine that the project is exempt from the California Environmental Quality Act (CEQA) and to approve the entitlements.
The C & EDD will also ask the Council to approve a Zoning Code Map Amendment left not completed in 2009 for the subdivision of a parcel at 18049 Clarke Ct.

Museum Board to Let Go of Six Items, Lift Collecting Moratorium
The Museum Collections Committee will ask the Museum of Riverside Board to approve a recommendation to deaccession from the permanent collection six items from the Meier Collection. The items were, at one time, intended to go to the State of California to be used at a proposed element of the California Citrus State Historic Park but all parties mutually agreed that the destination would still not be built for some time.
The Collections Committee will also ask the Board to approve lifting a collecting moratorium put in place in February 2017.
The Board will discuss, receive, and file the Museum of Riverside Five-Year Strategic Plan 2019-2024 status report.

On Wednesday, the Riverside Police Department Administration will give a presentation on the Types of Background Investigations used for prospective RPD employees and contractors to the Community Police Review Commission.
The RPD Community Services Bureau - Media Unit will give a presentation on California AB 1475 (Use of Booking Photos on Law Enforcement Social Media).
The RPD will also make a presentation regarding a new ordinance that complies with California AB 481 concerning military equipment used by the Department.

The City is seeking the input of business owners and residents, to help determine what to look for in a Master Developer to build out the Northside Specific Plan.

Human Relations Commission to Learn About Housing Barriers for Formerly Incarcerated
On Thursday evening, the Human Relations Commission will receive a presentation from non-profit Starting Over, Inc. on a Fair Chance Housing Ordinance addressing housing discrimination against formerly incarcerated people.
The presentation, by the Riverside Team of the Solis Policy Institute, details the barrier to successful re-entry that a lack of access to safe and affordable housing can cause for formerly incarcerated people.
The presenters will ask the Commission to recommend to the City Council the adoption of a Riverside Fair Chance Housing Ordinance with the same protections as the Berkeley, CA ordinance and that the Council direct the Commission to collaborate with Starting Over, Inc., to pursue that result.
